EMINENT DOMAIN
In addition to providing appraisals for eminent domain assignments we provide full service acquisition services pursuant to the New York State Eminent Domain Procedure Law. These services include Hearings To Determine Need, Project Brochures, Inspections, Offers, Deeds and Easements, all in cooperation with the municipal body for which the acquisitions are intended. Our services are typically within NYS DOT Region 8 (Hudson Valley.)

William "Bill" Beckmann, MAI, CRE, FRICS is a real estate appraiser at the largest appraisal firm in Rockland County and one of the largest in the Hudson Valley. With more than 30 years of appraisal experience along with his unique qualifications he has outstanding reputation as an industry leader throughout the Hudson Valley. He holds the MAI designation from the Appraisal Institute along with the CRE designation from the Counselors of Real Estate. He also is a FRICS with the Royal Institution of Chartered Surveyors. In his capacity as Assessor of the Town of Stony Point and the Village of Spring Valley, he achieved all the certifications from the State of New York in the assessing field. (Office of Real Property Tax Services) State Certified Assessor (7-17-89) State Certified Assessor (Advanced) (9-15-89) State Certified Assessor (Professional) (9-15-89) State Certified Assessor (National) (3-28-90) along with the IAO designation in 1989 from the Institute of Assessing Officers from the NYSAA.

Mr. Beckmann has appraised all types of property in the Tri state area including NYC and has testified in many cases in NYS Supreme, various Bankruptcy and Federal courts along with NYS Court of Claims. In addition to appraisal qualifications he has extensive GIS experience including school redistricting and has developed and audited municipal charges for various Rockland County Municipal Agency's including the Rockland County Sewer District #1, Rockland County Solid Waste Management Authority, Town of Orangetown. Mr. Beckmann has also developed economic studies of the benefits of property and sales tax by developments of Regional Shopping Centers, Gambling Casinos with associated Hotels and other large commercial developments in New York State. He has understanding of how local and regional taxes flow from both property and sales tax into the local economy with 30 years of experience.
